Yes. The D7 is a renewable residency route. After the legally required period of residence you can apply for permanent residency and, in time, Portuguese citizenship.

Do I need to speak Portuguese for the D7?

No Portuguese is required for the D7 visa itself. A basic language level (A2) only becomes relevant later, if you choose to apply for citizenship.

How is the D7 different from the Golden Visa?
